Matthew A. Muns
CEO

Matthew Muns is a managing partner of MDCC Holdings, a Dallas, Texas based investment company that has several business interests in Mozambique. Mr. Muns was named CEO in September 2007 after MDCC Holdings acquired MCL.

Mr. Muns holds a Bachelor’s degree in Business Communications from Southern Methodist University as well as a Juris Doctorate degree from St. Thomas University School of Law. Mr. Muns is a member of the state bar of Texas. Before coming on board with MDCC Holdings, Muns was a practicing corporate attorney.

Dave Shiels
Engineering Director

Dave Shiels is a Mozambique resident and a civil engineer with over 30 years experience in the civil construction and building industry.  His extensive experience in structural and civil design adds great value and capacity to MCL.

Mr. Shiels has completed rural/urban water and sewer reticulation projects, along with bulk water supply and storage development. He has also engineered agricultural irrigation systems and canals. His construction experience is diverse having planned and developed low density housing, industrial factories, bridges, and fabricated and erected steel structures.

He is the Director of Engineering for MCL and works out of our Maputo office. Dave is also an active member of the South African Institute of Civil Engineering (SAICE).

Alexandre Comè
Business Development Manager

Alex joined the MCL team in July 2008. Prior to joining MCL Alex was managing his own financial consulting firm, which catered to the ecotourism industry.

Alex holds a degree in accounting from the University of South Africa, Johannesburg and brings vast financial and accounting experience with him including stints at KPMG and BCI-Fimento, one of the largest banks in Mozambique. After originally managing the finance department for MCL, Alex has taken over new business development and is adding his expertise of the Mozambique business community to expand MCL’s sales.

Tom Maxwell
Operations Manager

Tom brings over 25 years of construction experience earned in the most autere corners of the earth to Mukoque. Tom retired from the U.S. military with 20 years of distinguished service. He led teams worldwide to provide Humanitarian Assistance and Disaster Relief construction projects as well as supporting the USMC and U.S Special Operation Command efforts in the Global War on Terror.

He worked throughout Africa and the Middle East in some of the most logistically challenging environments building roads, runways, camps and water distribution facilities for U.S. and host nation partners. Most recently, he designed and lead all horizontal construction efforts for the largest earthmoving project in modern history by the U.S. military in a remote region of Afghanistan.

Andrew Davey
Director

Andrew Davey has been with MCL since 2009. In 2010 he was promoted from Contracts Manager to Contracts Director overseeing all of the company’s construction projects. He came to MCL from ProBest Construction in South Africa. During the past 5 years Andrew has overseen over $30 million in project values.

Alex Padzik
Controller/Financial Manager

Alexander comes to MCL after practicing as a corporate tax attorney in the United States. He holds a Bachelor’s degree in Accounting and Finance from Syracuse University. Alex also holds Juris Doctorate and Master of Laws in Taxation degrees from the University of Miami School of Law. He is licensed to practice law in the State of Florida. In addition to overseeing MCL’s finance department, Alex brings previous international tax experience that will create value for the company.
